9 percent more students = 87 percent more spending?

Wilmette District 39 cites pupil enrollment increases since 1998 (318 pupils) as the main reason for the current $5.5M deficit.  But look at how enrollment has grown versus the meteoric rise in total D39 spending (obtained from the District “Report Card” data submitted to the Illinois State Board of Education).

To claim that the extra 318 pupils over twelve years–which the District simply costs out at today’s per-pupil expenditure ($13,060), or $4.2M–completely ignores the stunning overall increase in spending. So, this simple question to the District: How did 9% more pupils make you raise costs 87%?
